Our budget is very straight forward and we explained it in our whitepaper. If the price of ETH exceeds 1100$ (10% from our initial “hard written” ETH value of 1000$) the money that exceeds our hardcap will be used to buyback our tokens and burn them thus lowering the circulating supply.
