In regards to N4: As for now, the algorithm for automatic increase of the number of validators takes all the votes that were cast back for witnesses in Golos into the account .
There are no objective reasons for the increase in the number of validators now.
It is proposed that validators through propozals increase / decrease the number of validators.
In regards to N5: In case when the validator increases the percentage of deductions for itself we have an automatic reset of user votes for the validator candidate
The algorithm operates one-sidedly atm, taking the voters' interests into account only, making it loyal to a decrease in the percentage, it does not allow the validator to increase the commission.
Yet a validator may have his/her own reasons for increasing interest. For instance, a need for special funds to maintain a node.
And the voters who are loyal to a certain validator are forced to vote for him/her when the percentage is being changed.
We're trying to find balance between both sides since validators are at the core of the system, their interests must always be a priority.
