People who powerdown GOLOS now get bonus money later?

If I am not mistaken the GOLOS powerdown is on a 13 week schedule right now and will be going to a 20 week powerdown after the hardfork on July 10th 2017 . Accounts that initiate a powerdown before the hardfork will continue to receive their 1/13th share until that powerdwon is over and they initiate a new one after the hardfork. effectively giving those accounts bonus money because not everyone will powerdown before the hardfork increasing the value of GOLOS by locking up their GOLOS power for longer.
